Who is responsible for providing a system of justice?

Each community has laws which must be followed by its citizens. These laws protect us and help keep us safe. The local government sets up courts and has judges to make sure laws are followed. Courts and judges make sure people are treated fairly within the community. Laws for things like parking and parking meters are made. Speeding laws help us drive safely among our city streets.
